Higher Education Emergency Relief Fund – Student Portions


CARES Act Section 18004(a)(1)
Student Portion

In accordance with Section 18004(e) of the CARES Act and in compliance with Department of Education reporting guidance, Washtenaw Community College reports the following information:

  1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

    Washtenaw Community College acknowledges signing and returning the Certification and Agreement and has used at least 50% of funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.


  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Student.

    Washtenaw Community College may receive up to $4,968,890 under Section 18004(a)(1) from the Department of Education of which 50 percent, or $2,484,445, must be used for Emergency Financial Aid Grants to Students. The College has also elected to use a portion of its Institutional Funds for Emergency Financial Aid Grants to Students.
      
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).

    For the period of April 11 through May 21, 2020, Washtenaw Community College distributed $945,000 in Emergency Financial Aid Grants (described at the college as “WCC CARES Grant”) under Section 18004(a)(1) of the CARES Act as of the date of submission.   

    For the period of May 22 through July 1, 2020, Washtenaw Community College distributed $404,500 in Emergency Financial Aid Grants (described at the college as “WCC CARES Grant”) under Section 18004(a)(1) of the CARES Act as of the date of submission.

    For the period of July 2 through August 13, 2020, Washtenaw Community College distributed $145,750 in Emergency Financial Aid Grants (described at the college as "WCC CARES Grant") under Section 18004(a)(1) of the CARES Act as of the date of submission.

    For the period of August 14 through September 30, 2020, Washtenaw Community College distributed $989,195 in Emergency Financial Aid Grants (described at the college as "WCC CARES Grant") under Section 18004(a)(1) of the CARES Act as of the date of submission.

    As of September 9, 2020, Washtenaw Community College distributed the required 50 percent minimum, or $2,484,445, of its full award under Section 18004(a)(1) from the Department of Education for Emergency Financial Aid Grants to Students. As such, this will be the final reporting update on the Student Portion of CARES funding under Section 18004(a)(1).  As the College has also elected to use a portion of its Institutional Funds for Emergency Financial Aid Grants to Students, WCC CARES Grants have continued past September 9, 2020.

     
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

    As of May 21, 2020, the estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and eligible to receive Emergency Financial Aid Grants is 5,022.

    As of July 1, 2020, the estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and eligible to receive Emergency Financial Aid Grants is 5,448.

    As of August 13, 2020, the estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and eligible to receive Emergency Financial Aid Grants is 6,219.

    As of September 30, 2020, the estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and eligible to receive Emergency Financial Aid Grants is 4,966.


  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act.

    For the period of April 11 through May 21, 2020,  Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES Grants”) to 881 students under Section 18004(a)(1) of the CARES Act.

    For the period of May 22 through July 1, 2020, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES Grants”) to 114 students under Section 18004(a)(1) of the CARES Act.

    For the period of July 2 through August 13, 2020, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as "WCC CARES Grants") to 153 students under Section 18004(a)(1) of the CARES Act.

    For the period of August 14 through September 30, 2020, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as "WCC CARES Grants") to 493 students under Section 18004(a)(1) of the CARES Act.

     
  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

    All students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and enrolled at Washtenaw Community College for the Winter 2020, Spring/Summer 2020, or Fall 2020 semesters are eligible to submit an application for a WCC CARES Grant.  Applications are reviewed for student eligibility issues and, if all required eligibility criteria are met, the student is then notified they are eligible to receive a WCC CARES Grant.

    The College processes CARES Grants at $500, $1,000, and $1,500 award amounts.

    When completing the online application, a student is asked what areas of support they need assistance with.  The areas of support include Course Materials (including any required software), Online Expenses (Internet, Phone, Other), Technology (Laptop, Tablet), or Child Care.  The College has allocated $1,000 to each area of support.

    The areas of support identified on the application are then combined with the student’s enrollment status for the term under review.  A full-time student, defined as a student with 12 or more credit hours, is eligible for up to a $1,500 award.  A student enrolled 6 to 11.5 credit hours is eligible for a maximum award of $1,000.  A student taking less than 6 credit hours is eligible for a maximum award of $500.  If a student’s combined dollar value associated with the student’s identified areas of support is less than the award amount they are eligible for based on their enrollment, the College would then provide the self-identified support needed.  The maximum amount of an award for a semester is $1,500 regardless of the number of areas of support selected by a student.

    Additionally, Washtenaw Community College issued block grants for students returning to campus to complete Winter semester classes for which grades of incomplete were originally given. The students' attendance on campus is verified via a security check-in. Once attendance is verified, students are provided grants in the amount of $500 if completing once course, $750 if completing two courses, and $1,000 if three or more courses are completed.

     
  7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.

    Greetings,

    The COVID-19 public health crisis has evolved into a financial crisis. Accordingly, students wrapping up Winter semester classes may be eligible for a WCC CARES Grant.

    Our records indicate you had a face-to-face class transition to alternate delivery, and that you already have a valid FAFSA on file with the WCC Financial Aid Office. That qualifies you to request funds to cover eligible expenses.

    Funded by the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, the emergency grants are intended to help our students with expenses incurred as a result of the disruption of WCC on-campus classes — such as technology needs, internet access, childcare and course materials.

Coronavirus Response and Relief Supplemental Appropriations Act Student Portion

  1. An acknowledgement that the institution accepts the applicable terms and conditions of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and the assurance that the institution has used no less than the required amount funds received under CRRSAA to provide Emergency Financial Aid Grants to students.

    Washtenaw Community College acknowledges accepting the funds awarded under the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and has used or will use at least the required minimum allocation of funds received under CRRSAA Student Portion to provide Emergency Financial Aid Grants to students.
  1. The total amount of funds that the institution will receive or has received from the Department for Emergency Financial Aid Grants to Student.

    Washtenaw Community College may receive up to $11,902,486 under CRRSAA from the Department of Education of which $2,484,445, must be used for Emergency Financial Aid Grants to Students.
  1. The total amount of Emergency Financial Aid Grants distributed to students under CRRSAA for the period listed (quarterly).

    For the period of January 1 through March 31, 2021, Washtenaw Community College distributed $1,993,300 in Emergency Financial Aid Grants (described at the college as "WCC CARES II Grant") under CRRSAA.

    For the period of April 1 through June 30, 2021, Washtenaw Community College distributed $491,145 in Emergency Financial Aid Grants (described at the college as "WCC CARES II Grant") under CRRSAA.

    As of May 17, 2021, Washtenaw Community College distributed the required amount of $2,484,445.  This amount is the College's full award under CRRSAA from the Department of Education for Emergency Financial Aid Grants to Students. As such, this will be the final reporting update on the Student Portion of CRRSAA funding.

    On March 31, 2021 the estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants is 10,572.

    On June 30, 2021 the estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants is 7,436.
  1. The total number of students who have received an Emergency Financial Aid Grant to students under CRRSAA.

    For the period of January 1 through March 31, 2021, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES II Grants”) to 1,359 students under CRRSAA.

    For the period of April 1 through June 30, 2021, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES II Grants”) to 340 students under CRRSAA.
  1. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under CRRSAA.

    All students enrolled in 3 credit hours or more are eligible to complete a WCC CARES II Grant application.  The application confirms that the student has been impacted by COVID-19 via a short series of questions and certifying statements.  Upon completion of the application and attendance verification in at least one class the student is registered for, the student will have a WCC CARES II grant processed.

    The amount of the grant is determined by the student's Expected Family Contribution (EFC) per their Free Application for Federal Student Aid (FAFSA).  The award structure prioritizes students based upon their financial need.  The EFC and corresponding grant amount are as follows:

This grant is intended to help you with expenses that may impact your ability to complete your courses. If you meet the eligibility requirements and have coronavirus related financial need for education or emergency costs we encourage you to apply for assistance.

Applications are being accepted now can be completed online. While a Free Application for Federal Student Aid (FAFSA) is not required, the awards are based on financial need and the FAFSA determinations will impact the size of the award.

Grant Overview:

  • Awards will range from $600 - $2000 per semester
  • The grant requires prioritizing students with highest need
  • Students only need to submit one (1) CARES II application which will cover Winter 2021, Summer 2021 and Fall 2021 semesters
  • Award continuation will depend upon utilization and availability of funds
  • Grants will be awarded after confirmation of attendance for the semester

    For the period of January 1 through March 31, 2022, Washtenaw Community College distributed $2,424,150 in Emergency Financial Aid Grants (described at the college as "WCC CARES II Grant") under ARPA.

    On June 30, 2021 the estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants is 7,436.

    On December 31, 2021 the estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants is 10,409.

    For the period of October 1 through December 31, 2021, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES II Grants”) to 483 students under ARPA.

    For the period of January 1 through March 31, 2022, Washtenaw Community College distributed Emergency Financial Aid Grants (described at the college as “WCC CARES II Grants”) to 2,916 students under ARPA.

In accordance and compliance with Department of Education reporting guidance, Washtenaw Community College reports the following information:

Revised Aggregate HEERF Reporting

Pursuant to additional clarifying guidance provided by the Department of Education, Washtenaw Community College has reformatted and recalculated its quarterly reports. While the college had previously completed its reports on an accrual basis, given the updated guidance from the Department of Education, the revised reports below now reflect timing of expenditures in terms of when HEERF funds were drawn. All expenditures previously reported remain within the revised reports although they may now be included in a different quarterly report. Minor edits to expenditure category classification are also contained in the following revised reports.
